Prepare global advertising consent without pretending one banner fits every country

Use regional policy groups, contextual defaults, GPC, certified consent tools, and a fail-closed rollout.

Default to the least invasive mode

When the visitor region or legal rule is unknown, show a first-party house message or no advertisement. Do not load a behavioral advertising tag and attempt to ask permission after tracking has started.

Separate contextual and personalized choices

Contextual advertising uses the page topic, while personalized advertising can rely on behavior or identifiers. Explain the difference and do not bundle unrelated analytics or marketing purposes into one switch.

Honor regional and browser signals

European Google advertising requires an approved consent setup. Applicable United States users may have sale or sharing opt-outs, including Global Privacy Control. Other countries need a maintained policy record rather than a permanent rest-of-world exception.

Make withdrawal operational

A preference page should remain available after the first visit. Changing a choice must affect future requests, propagate to configured providers, and leave the core service usable.
